Supercharge.info editor @Rovastar found mention of two Superchargers being built in Qatar in this iloveqatar.net article:
By the time deliveries begin, Tesla owners will also have access to two Supercharger sites in Doha at Mall of Qatar and Doha Festival City. Each station will contain up to 12 Supercharger stations delivering up to 250 kW of power.
These two sites have been added in permit status for now, until evidence of construction can be confirmed.
