According to this it will be 4 Stalls, considering its EU-funded it has to be V4s.

It’s going to be 4 charger cabinets, so 16 stalls.
Also definitely V4 - stalls are already on site.

According to this post there are 3 power cabinets and 12 SuCs stalls on site. Highly unlikely 16 then:

Even the photo in the post above shows 3 packages of 4 SuC stalls… And if you look at the dig outs there is no way they fit 16 stalls there.

Taking Szczecin (last SuC in Poland) as an example you are looking at 3 to 4 months from first dig out to opening. So I guess end of this year or beginning the next one unless something’s improved.
