The initial request was for simplified building process (notification of construction intent). It was rejected (simplified mode can’t be used anytime), and the new request is just regular request for the building permit at that site (no changes to the location).
Status of Supercharger Poznan South, Poland might be updated to Permit, as that’s exactly where it is now - Tesla has submitted a permit/plan/application for a specific address.
